Many of you have been wondering what the new Self Containment regulations mean for your RV toilet... Unfortunately, it is too early to say for certain as the interpretation of the regulations hasn't yet been finalized.
But, here is an update on what's been happening so far and what is yet to come.
WCTNZ® has participated in the MBIE consultation process in regard to the new regulations, and we've done our best to ensure that composting toilet remain an acceptable solution.
The regulations have been released, and they look positive (see the new regulations in full here). The legislative framework does not prohibit composting toilets. In fact, composting toilets are mentioned in the document, and it seems they will be accepted as long as they satisfy certain criteria.
However, the literal application of the legislation is yet to be determined by the PGDB (Plumbers, Gasfitters and Drainlayers Board). As it stands, the final interpretation of the regulations and the procedural framework are yet to be established. These will be released in December. So, hold on to your breeches and stay tuned to see the outcome!
What is the Process to Certification?
The literal application of the regulations involves interpretation of legislative framework and training of the certifying agents who will sign vehicles off for their official birthing containment.
Because of this framework, there is no such thing as a pre-certified toilet, and never will be in the context of RVs. Certification is established in the same context as marine vessels, where each individual vehicle is evaluated for compliance. Ultimately, the certifier will define compliance and issue a system certificate for birthing on each individual RV.
